There is software and guides on that site that show you how to do it.
I use Plogue Bidule software to create a six channel wave file (fr,fl,c,rr,rl,lfe) out of a stereo source. Next I use a program called BeSweet to extract the 6 channel wave file into 6 separate wave files (fr,fl,c,rr,rl,lfe). Then, I use a program called SurCode DTS to load up all those individual wav files in the proper channel arrangement, so that it will encode them into a dts wave file. You can either create 44.1 (cd format) or 48khz (dvd format).
You can also use various templates inside of plogue bidule to get different outcomes on how your sound will be.
