Well, according to Wikipedia, it was an ordinance so its perfectly legal for them to pass it. And it does say that there is no penalty for violation, and no one has ever been charged with violating it. It seemed to me more that it was in reaction to another law that was passed, and not something that was expected to be taken seriousy (sort of like all of those joke laws that get passed when law makers are bored).
