Pre-orders are getting the consoles before the official december 12th release here.It does, but it merely emits two pulses of infrared lights at each end of the bar. The wiimote reads those infrared pulses and thus calculate it's position on the X-Y-Z axis. It then sends that information back to the console. So the candles, that emit an invisible infrared light pretty much like remote controllers, can be used if placed on a correct distance from one another. You could also use two remote controllers, but you gotta make sure some button from both controllers is being kept pressed, so infrared light is emitted from it.
