I bet it will, someday. They will do whatever they can to make more money, and the Hobbit is surefire sold out shows for a week during some holiday season. Yes, it would be a nearly guaranteed success, but that doesn't mean that the studio can get it all together and make the film. It wouldn't be the first time. Look how long they had been trying to make another Superman film and all the different ideas that had been suggested. They started talking doing a new Superman movie about the time Batman and Robin came out, and they just got one out this year, with many different titles, plots, stars, etc. And as you said, they have much more of a time-limit with the recent release of LOTR than with a character such as Superman.
