It is not an assumption, by Lucas saying that, it is wink that he thinks the same way many do about TPM and Jar Jar. It is like when Spielberg talks about 1941, he always make little inuendos about the film cause it was panned by everyone. The fact that Jar Jar goes from a major role in TPM to 5 minutes in AOTC to one shot in ROTS shows that he knew Jar Jar wasn't that popular, cause no major OT characters went from a huge role to practically nothing in the next movie, unless they died.
