As far as I understood the prequels - he did reassemble a protocol unit from parts he scavenged on watto's junkjard. So he basically did not invent the protocol droid series 3P0 belongs to, he merely rebuilt one (which seems what JarHead413 was implying). I think he was just hinting at the irrelevance of the prequels, MDS.
