I'm using a Toppy PVR in the UK which just stores the transported streams. I'm currently watching Tv on a 4:3 box and have it set for 4:3. BBC in the UK use Pan & Scan or "Center Cut Out" when displaying 4:3 programs. The likes of ITV, Channel 4 and five all display 4:3 video, with the correct MPEG header.
In other words if you're recording a BBC MPEG stream, that's how they're broadcast. Analogue TV you wouldn't have the problem as everything is 4:3.
