I'm pretty sure that anytime you blow up or stretch an image you are going to get aliasing but here is a clip from my conversion of the few frames around that image you posted. The only filter used was the LanczosResize in order reduce loss of detail. If you used a filter like LimitedSharpen, Deen or Undot then you might reduce the aliasing slightly but you are also going to lose some of the detail in the transfer. The clip was saved in Huffyuv lossless format so that you see exactly what I see when I watch this clip. If you don't have Huffyuv installed then you'll have to download it and install it before Windows Media Player or Media Player Classic will recognize this clip.
