You need to find out the frame rate the video is in. Demux the audio and video and take the audio file and load it up into DGPulldown program and then let it convert it to the proper frame rate that you need.
If it is just a poor sync issue then you will need to experiment with time streching or interleaving and audio skew correction.
There are several programs that can do this. Just do a search in google.
