In Magnolia Fan's Episode I (don't get me wrong, I was very impressed with what he did with that movie) it was really weird to have this random character following everyone around constantly babling on in some language they didn't even know. Or if assume they all do speak gungan, I think the Tatooine school system has its priorities out of order, teaching kids such a obscure language. Bocci wold certianly be time better spent by the poor students . It is just one of those things that in the long run makes this more of a blatant fan edit, when the goal was to make a substitute for the pre existing PT. For TM's edit he only has to worry about a small section, I really hope TM excellent job of ADR in Shround of the Darkside inspires the editors of the Ranch Saga Ep. 1 to look into finding an english voice over for Jar Jar.

Here is a thought. Realistically, no one is bound by one language. If Jar Jar can understand basic, why couldn't he speak it. Let's just assume he is really insecure with his basic during the ep.1 period so he speaks only in gungan and just hopes people will understand him. When years later he is a senator (or vice-senator or whatever he was) for Naboo, surely he would be expected to speak basic (which seems to be a univerisal language) when giving an address to the senate. Or at the very least have somebody translating it for him. My suggestion for TM if it does come down to using an alien voice, would be rather than subtitling the thing, to have it translated into basic by translator, much like you would see in the UN. For example Jar Jar says something in gungan, and another voice repeats it in english. The nice thing about this is you don't have to have Jar Jars voice speaking english, and it is easily assumed the translator is off screen. You would just have to find away to make Jar Jar pause between sentences or something so that the translator has time to speak.

All in all, I still think it would just be more realistic if he spoke basic.
