Sure you can. You've got more pixels to play with, and thus you certainly can "enhance the picture quality." It won't be as good as a real anamorphic transfer -- you are certainly correct in implying that there is no new real picture information available by upsampling -- but with clever algorithms it is definitely possible to make an upsample look nicer than the input.
