Again, even though I don't like beating a dead horse, I want to state that, in my personal estimation, The Phantom Menace was the best "film" out of the prequel trilogy. (It had a cohesive story, decent pacing, non-revolting acting, etc.) RotS can only be considered best film of the PT if you bring in the subjective viewpoint and expectations of a traditional Star Wars fan and TPM can only be considered the worst of the PT in those same terms. When further analyzing the basic movie merits of the PT, RotS was second best film and AotC was the worst of the prequel trilogy in my mind.
However, none of the prequel-trilogy movies deserve to be within the best 1,000 movies of all time as far as I'm concerned.
