I already made such a crazy proposal: Making our own 35mm preservation. Basically it boild down to the fact that getting the resources and money to do such a thing would be so mamoth that even if you could scan a 35mm private print it would be in such degraded quality that it wouldn't be worth it. Perhaps in thirty years when we are really desperate it will be.
