I think the true purpose of this release came out at Comic Con. As Sansweet explains, the initial intent was to sell the SE individually. Then, they asked if they could add the OOT as a double-package, likely explaining all the revenue lost from bootlegs--which Lucas agrees to, provided absolutely no money is spent doing it. So they dig up the Laserdisk masters from a dusty drawer at the Lucasfilm archives and bingo--the hottest selling point of the year! "OOT on DVD!"

Thats all there is to it. They are getting rid of the excess 2004 SE stock, just like they were in 2005 when they re-sold the box set at a reduced price. Since that set sold so poorly they are marketing the new re-sale with the OOT.
