With Quantum Leap though the music people got greedy after one of thier lawyers found a loophole. Since in thier original contracts they used "future video releases" rather then, "future media releases"[or some other generic term] they argued DVD isn't officially "video". So, they asked for more money for every single song. So, they just pay for the songs that Sam sings(usually). Some other songs stay in if thier important to the story or, they don't have a lawyer after them for that song. So, it's greed from the music people that prevents the original songs from being on the dvd's. However, if a new video standard is made and, it's refferred to as, video; Quantum leap's music would be able to be the original without legal entanglements.
Basically, the Quantum Leap people have already payed for the rights but, a loophole means they have to pay twice.
I don't know about Northern Exposure though.
