Basically, yes, the decision to replace Clancy Brown with Powers Boothe and then have Lex act like a goofball was a horrid one.
Anyhow, it was good hear to Tim Daly doing Superman's voice again, even if it wasn't the best material, and it's always good to hear Dana Delany as Lois Lane. I recommend renting it for the giant Superman VS. Mecha-Brainiac fight.
