I don't consider it canon myself (and I've not watched a lot of it either), but Toriyama did do the character designs (including GT-exclusive characters), and he did help set up the original premise of the show. But his participation was extremely limited. He also designed a lot of characters for the movies and TV specials.

The amount of participation of Akira Toriyama on DBGT has been discussed and debated for quite some time, and no one is really sure how much he was involved. When asked if he had any amount of participation on DBGT's production, he would merely reply "no". While he authorized the whole thing and possibly reviewed the proposed storylines, he did not write a single bit of it, and as far as I know, did not come up with new character designs, such as SSJ4, but merely authorized them to be so. He DID have some small participation on that DBGT movie, though (in which Pan's grandson search for the dragon balls).

So, basically, I belive they just gave him a huge ammount of cash to just look at the episode storyboards and say "yeah, whatever".
