Creating A Mirror Image Of A Scene

Is there any editing program that will allow me to do a mirror-image flip of a 4-second scene?

For instance, if I wanted a ship to appear to be moving left, rather than right.

Something that would let me apply this change globally, rather than frame by frame, would be awesome.
