What's a good program for making animations for putting on the internet?

I recommend Jasc Animation Shop 2 or 3.
Its not freeware (that I am aware of), but its quite intuitive.

You can download a fully-functional shareware version which has a 30 day time limit. The secret to that is to set your clock back before you open it.

If you want to make Flash animations, use Flash.

EDIT: I realise that my post came across as sarcastic and cocky but it wasn't meant that way. Seriously, use Flash.

No it doesn't. Animation Shop can make GIFs and some other formats, and it can import from some MPEGs and AVIs...but not Flash.

When you said animations, I didn't figure you meant Flash. Now if you'd mentioned Flash, I would have told you 'Flash' is what you need to make Flash.
