The reason the Jabba and Biggs material look as good as they do is precisely because they weren't in the film to begin with. SW has the curse of being a popular film, which means many prints were struck off of the original negatives, leading to dirt and scratches. It also had the misfortune of having many shots filmed with an unstable film stock, which was prone to color fading. Lucas, being a self proclaimed packrat kept the cut footage, and luckily it survived in pretty good shape. However, the the original negative of the film is another story.
