There's a really good book by Siegfried Kracauer, called "From Caligari to Hitler" and it basically traces ideas in the German Expressionist movement to Hitler's rise to power. Brilliant from what I've heard... I'm not sure, but I bet it has stuff on Metropolis since it was apparently Hitler's favorite movie.
