to any one who authors DL dvd's with dvd-rom folders?

Hi guys,need help on something,i am about to author my first DL project,what program do you use to author and set the layer-break,and is it as simple as setting a chapter point? also does the authoring program give you a safe area where you should place the L-B(what i mean is you cant set the L-B to soon and waste space can you),and when finished,how do you add the dvd-rom folder?
sorry for all the questions,and i hope it all makes sense,but I dont have alot of DL discs to be wasting,like i said this will be a first for me

I've not done a DL disc....yet, but Nero allows me to drag-&-drop a DVD_ROM folder just like any other file (I use Expert Mode.)

I have version 6.6, which apparently doesn't do DL.
