Port Forward your router and also disable or allow the torrent client to pass the firewall. Once I forwarded my ports my uploads jumped from 30 kbs to 45-50 kbs and my downloads went from 60 kbs to 100-190 kbs. - COOL ARTICAL ON PORT FORWARDING
