I have a licence for TMPGEnc 3.0 XPress Version : 3.0
You are more than free to use my Dolby Digital AC-3 encoder for any of your projects. That is, if you feel it would be suitable for your audio needs. So far, I've done my Dolby Digital 2.0 AC-3 encoding for Banned Bond and Making Magic using TMPGEnc 3.0 XPress .
