I'll havce to re-watch, but two things:
1) I believe they mentioned there being around 29,000 people in the planet colony.
2) When Cloud Nine was nuked... watch it again- SEVERAL surrounding ships were caught in the blast so great numbers could have and must have been lost.
Of course Gaius dropped Roz's survivor count board... of course replacing it within the year with a portrait of himself. Ass.
