This has bothered me as well, MM, and rectifying it would go a long way in improving RotJ. A line in RotJ's revamped opening crawl would help. I was thinking of something along the lines of: "Eager to extinguish the ever growing flame of Rebellion, the GALACTIC EMPIRE has hastened their dual construction on the second DEATH STAR."
Also: "This turn of events is unfortunate. We must accelerate our plans," (now deleted from Episode I) will most likely be finding it's way back into the saga, and would help this plotpoint as well...
