I had heard that as well. I'm sure someone who has kept up can explain. I had remembered that he became one with The Spectre for awhile and was still there in a kinda touching scene in 'Identity Crisis'. Hal alludes to 'working on' coming back from the dead when Green Arrow makes a crack about them all knowing that death is never final for heroes. I'm sure that was a lead-in.
