It's probably because Lucas owns the film, so he has his own permission to alter the film or whatever. A lot of other directors don't own the films they've directed in the past. That's why a lot of directors that would like to alter a few things in their past movies don't - because they don't own them, the company does - they simply can't. And so when they do get permission, we get Director's Cuts.
