Use non-breaking spaces
Instead of using a regular space, use the “non-breaking space” character (NBSP – Unicode U+00A0).
In Word, you can insert it with the combination:
Ctrl + Shift + Space
Then justify the line as usual.
Result: the letters are not stretched, only the space between NBSP words will be stretched.
