It’s a bug (the code runs at the start of the user’s session, but there’s a hole in the logic that causes it not to run at login). Will post a fix in the next few days.
I see those of you I didn’t manually upgrade have transitioned to the Members group, so it worked as intended regardless.
oojason isn’t wrong though; joining a community as a new member, only posting link requests, and then expressing frustration and demanding support because you can’t get immediate satisfaction on a free forum is bad form.
