David Peoples, who wrote the screenplay (and also co-wrote the screenplay to Blade Runner), refers to it as a "side-quel", partly because it tackles some of the same issues, and partly because the spinner cars make an appearance in the film. Other than that, nothing to do with BR really.

Me, I liked it. One of my better Wal*Mart $6.88 bin purchases. Also one of Paul W.S. Anderson's better moments as a director.
