Unfortunately, it will involve a recode. However, you can get better (not perfect, but better) re-encoding results in Womble this way:
1) go into the export menu
2) click the "video" tab
3) click the "expert" button
4) change algorithm to "maximum quality"

This takes a LOT longer to process the re-encoded segments, but the results are noticibly better.
