Yes, and he also said in that same interview that the new projects would be based off that brief backstory, not pulled off the shelf because he'd written them twenty years earlier. And to say that he simply chose to do Episode IV out of a six episode story is just crazy. He basically refutes it in the same quote you're talking about. "In order to write the story, I had to come up with a backstory." Whether or not that's even true, I can't confirm. I basically believe that he had a general outline of what happened in the past, but it basically confirms that the backstory was simply that. The story was "The Adventures of Luke Skywalker."
It wasn't all planned out from the beginning.
