Yes, she could sense Luke because he was calling out to her, and he is a force user. Padme, was not a force user, so how could she have any relationship to her kids in that matter, where apparently they got the midiclorians from Anakin.

I cannot believe I just incoporated midiclorians to prove my point, damn you prequels, you have screwed up the whole SW saga for me, because I make as much sense as some of Lucas' remarks.
