I definitely agree with your assessment that those other three episodes are the worst of earlier seasons.

Assassin I think is important for some early Ahsoka characterisation, though it isn’t great.

Seven Warriors is, I think, a decent season opener, but is mainly there for balance. And Attachments is entirely there to balance the season it’s in, rather than on particular merit, though I do love its opening action scene.

And, yes, Citadel is arguably more impactful than each of those, if one’s chasing those wider moments in particular.
