I suppose the paper close to what they use is lightweight semi-glossy or called lightweight satin finish. I'm afraid i don't know the exact gsm you'd want considering medium weight is about 45-50 gsm i guess form about 25 gsm upwards would be a similar weight to what the officials use. Don't know where you can buy it, had it at art college in the printing studio along with a vast collection of other type's. Might be worth asking someone in a printing shop if you're really that bothered about it.
If you want a cheap easy option that will give a good print and look professional try kodak everday picture paper or something similar. I personally use a brand Jet-tec supersharp matte paper for my cover's. Cheap high quality and does the job well, but that's my preference.
