Perhaps the line is not the best fit, but it does clarify - imo - that he is disappointed and will proceed his hunt when Kenobi has regained some of his confidence. The kill would not be a satisfactory one - as of yet.

I agree with your assessment, given how the original episode plays out. They could and should‘ve written this scene different, you wrote down all the possible scenarios.
So we (you) have to work with what was given and therefore your choice makes the most sense.
