I also saw this a while back. I guess it was a user who was very briefly an administrator. It might also be a bot IDK.

Pretty sure that was just a test account Jay used. Maybe so that he could play with and fix possible bugs like the possibility of banning the administrator. Notice that the account was only used for less than a day.
