From the TFA commentary track:
J.J. Abrams said:
“Anthony Daniels so hated the red arm that he had, that at the end of the movie I gave Threepio his golden arm back.”
Also in Threepio’s first scene he says he “must get his proper arm reinstalled.” So there is a little setup to it.
