I have looked around online for commentary subtitles and found nothing. In some unrelated reading I came across something curious, possibly of interest to you.
If you or someone you know runs a Linux os, you could check out Kdenlive. It’s a free, open-source video editing software that, according to the introduction page, has “subtitling feature with automatic speech to text conversion.” There is a Windows version, but it has issues; a MAC fork is a work-in-progress – see the introduction page for more information.
