I personally can’t do this but I’ve heard AviSynth and VirtualDub are good at this sort of thing.

Use Film9. It’s an automated restoration software and it’s free and easy to use. It’s in French but you can just select the English option.

Photoshop might work, but exporting the video as an image sequence and going frame by frame is a grueling process. Even if it might just be 50 frames.
