Well he’s not actually doing the spin / force dash, It’s more for the sound which is a call back to the moment / Sith scream. It would also add a spiritual undertone to his death almost like his spirit is being killed rather just one of many clone bodies. I quite liked how they made Palpatine more creature-like using zombie type sounds in Revenge Of The Sith; creepy groans right after his alchemy transformation, made him less human and more of a monster - reminds of that unused line ‘More than a clone, less than a man’
