I suppose. But the First Order and Final Order are separate entities all throughout TROS. They were never truly merged, even at the end.

I dunno, the only reason I asked was because I’m making him the Supreme Leader at the end of my novelization. IMO, that would make him second only to the Emperor, which makes sense.
