I did, because you have no proof. You have some good assumptions, but you don't know.
I could make a case that since Lucas admitted that the OOT wasn't going to be availible anymore due to the loss of VHS and that he may be releasing it in the future so people can access it, I would think a barebones edition of that would be in order.
I could make a case that this set fixes the little problems with the DVDs with no real creative changes, and that's why it's cheaper and lacks the extras. Basically 'replacements' for last years.
I could also go on, because I have just as much proof as you do.
