Maybe it’s a consequence of thinking about the movies too much because of fanedits (or just re-evaluating things in the light of TCW, where it’s made super super obvious with Ahsoka’s arcs in Season 5 and 7) but I’ve always thought the Jedi and the Republic being pretty awful in the PT was text, not even subtext. Obviously there’s the stuff about them not bothering to do anything about slavery outside of Republic space (or to even free just Anakin’s mum which would take minimal effort), but then there’s the characterisation of Mace and Yoda, and the rest of the council occasionally, as generally being aloof, holier-than-thou, hypocritical monks up in their literal high tower - especially in TPM. Mace being a bit of a prick to Anakin is very on-the-nose at times. Also, lines like “You know, m’lady, that Count Dooku was once a Jedi. He couldn’t assassinate anyone.” are surely written to show us just how naïve and egotistical the Order has become.
