- TMPGEnc3XP will encode your video for you (there are also a few settings that you can change to help improve the resulting picture - soften block noise is one of them
)- TMPGEncDVDAuthor will do what you ask - You can input MPEG1 or MPEG2 and then Edit the files - then Author a MOTION menu - THEN you can use NERO to burn the resulting VIDEO_TS folder
