I think the line works either way.

It’s either “I know where she’s going”, we wonder how he knows, and then we see that the KoR are tracking Ochi’s ship.

Or we see the KoR are tracking the ship, and then we see Kylo knows this.

Either way gives us a sense that Kylo and the KoR are working together, it’s so seamless that the first time I watched one of the early workprints I didn’t remember that scene came so much later originally and it just made sense to me that’s what he was referring to.

You could argue he doesn’t really know where she’s going yet, but he’s waiting for the intel from the KoR which he gets in a latter scene, so what he’s saying is true, from a certain point of view. He knows the KoR are still on her track.

And it even works to soften the awkward moment where he lets them get away on Passana, as now it’s clear he has a plan. In the original film it’s not made clear if the KoR decide to track them on their own and if Kylo knew this, now it’s clear they are working together.
