I don’t think that question is much of a problem. His interactions with Rey and Kylo seem to show that there are no other clone bodies he can transfer to, and his only hope is getting another Force user to let him possess them. When Rey decides not to use her hatred to kill Palpatine, his last resort was eliminated, and he was basically doomed to permanent death.
