Random thought: To try to help imply the Sith Fleet are old Imperial Star Destroyers, perhaps you could have Palpatine say, “The might of the Empire will soon be ready, if you do as I ask” rather than referring to it as the “Final Order”. I think calling it by a new name, The Final Order, implies that this is a new fleet, while we want to imply that this is an old one.

EDIT: Furthermore, you could change Palpatine’s line from “A new Empire” to “A new Order”. Since Kylo said he wanted to “bring a new order to the galaxy” in TLJ, if Palpatine more clearly offers to give him his want from the previous movie, it may increase Kylo’s motivation to go along with Palpatine’s plan. That’s if shifting the words around sounds alright, though.
