That didn’t seem to me to be the case. The dyad phenomenon got Palpatine’s attention because of the way he thought he could use Ben and Rey. It didn’t come across to me as explaining why Rey had the command of the Force that she did.

Also, the idea that a “nobody” can have such innate talent with the Force was kind of the whole point/message, wasn’t it? Bloodlines don’t matter, anyone can be the most important person in the galaxy?

“Innate talent” =/= command. Rey wasn’t merely “talented”; her actions indicated honing, which any talent requires to achieve its maximum potential. Yet the trilogy depicted no training for her ahead of time. This was a plot hole and indicative of Kathleen Kennedy’s hyper-feminism.
